Check your Water Meter. A little dial usually will spin when water is in use. Make sure no water is being used. If no water is being used, the little red dial Should not be spinning. On Newer Water Meters, the Numbers will not Move.

But, If the leak persists (The Water Meter Dial Keeps Spinning), it’s probably the cold water; now, if it’s the hot water, you can turn the valve off. If the valve above the water heater is frozen ( usually gate valves), don’t force it (it Can Break)
